يتناول الدليل خلفية عامة عن المشاريع والمتابعة والتقييم، ووصفاً للعلاقة بين إدارة المشاريع والتخطيط الاستراتيجي للمؤسسة، ويتناول بالتفصيل مفاهيم المتابعة والتقييم والفرق بينهما، ونظام التخطيط والمتابعة بالمشاركة، كما يتحدث عن نموذج السبع خطوات الخاص بتصميم أنظمة المتابعة والتقييم لمشاريع المؤسسات الأهلية، ويتناول في القسم الأخير الوثائق الخاصة بعملية التقييم والعناصر الرئيسية لتقرير التقييم.
