يتناول الدليل التعريف بالمفاهيم الأساسية للمراقبة والتقييم والهدف منهما، كما يتناول تصميم الإطار المنطقي للمشروع، وأدوات ومؤشرات المتابعة والتقييم، ومنهجيات جمع البيانات الكمية والنوعية، وكذلك إعداد خطط المتابعة والتقييم، وتصميم المنهجية المتعلقة بهما. كما يحتوي الدليل على قائمة بالنماذج الأساسية التي يتم استخدامها في عملية المتابعة والتقييم.
