"Yesterday, Monday, December 13, our forces arrested two people who were promoting narcotic drugs and pills in the city of Manbij. A report was submitted to one of our security centers that there were two people involved in drug promotion and trafficking. Anti-crime forces began monitoring and following up, and after proving their involvement with the evidence condemning them, they were arrested with a number of narcotic substances and pills: 625 Captagon - 2 grams of CBD paste - 3 grams of H-Pose. One of our members in the Anti-crime force stated that after interrogating both men, they confessed to promoting and trading narcotic substances in exchange for large sums of money, after which they were transferred to the Public Prosecution Authority to be punished according to the provisions of the law. We note, fellow citizens, that this scourge has severe damage to society and individuals alike, because of its negative consequences in wasting the energies of young people, tampering with their future and impeding the development of society. Therefore, each of us must combat these poisons and inform the nearest center of our forces to limit their spread and hold accountable those who distribute them among our people."

Opening of a Center for People with Special Needs
On Tuesday, the Self-Administration inaugurated the Martyr Erish Center in Northeastern Syria. The Self-Administration said, "The Social Affairs and Labor Authority in Al-Jazeera inaugurates the 'Martyr Erish' center for people with special needs. They added, "The Social Affairs and Labor Authority in the Democratic Self-Administration in Al-Jazeera opened yesterday evening a center for children with special needs, to rehabilitate and integrate them into society." Hendrien Sino, co-chair of the Social Affairs and Labor Authority said, "The opening of this center is to give hope to children with special needs to be able to support themselves" According to the Self-Administration. It is noteworthy that the center accommodates about 48 children and works on targeting all cases of people with special needs, as it includes the age group from 12 to 18 years, and rehabilitates them through specialized training programs so that they can easily integrate into society. The role of the center is not limited to the rehabilitation and integration of children, it also trains parents by providing all the information about the nature of the case and how to deal with it and providing them with all the necessary skills to better deal with the nature of the child's case. About 200 Cases of Leishmaniasis were Recorded in Newroz Camp

With the Participation of ASO Center… The Issuance of a Report Prepared by International Organizations that Discusses the Situation of the Displaced in Northeastern Syria
The DSP issued an extensive report with the participation of several organizations and international and local agencies, where they introduce a solution regarding the pending issues of the displaced in Northeastern Syria. The DSP, NES Forum, NES NGO Platform, IRC, World Vision, Mercy Corps, IMMAP and ASO for Consultancy and Strategic Studies have participated in the preparing and issuing of the report. The report includes 32 safety indicators and is based on a comprehensive review of the realities in Northeastern Syria, in addition to 23 interviews with experts and local activists on the issue in question. The report states that "Conditions cannot be considered conducive for durable solutions unless relevant authorities ensure physical safety and security in displacement-affected communities. Meaning that the displaced, returnees and the non-displaced of all age groups, genders and tendencies have to be able to live a life free of threats to their physical safety." The report points out that "Fears of violence are high among the population of NES, with recurring violence between the Syrian Democratic Forces (SDF) and Turkish-backed groups as well as occasional disputes between SDF and Government of Syria (GoS) entities." It also adds that "Further, limited ongoing ISIS activity, tribal conflicts, and increased crime resulting from worsening economic conditions pose threats to physical safety and security." The report explains that "Gender reflects great impacts on safety and the degree of risks, especially, sexual violence risks and GBV. Gender and sexual identity, that join together with other factors like the civil status, the date of displacement and place of residency and disability, significantly impact the population of Northeastern Syria." The report states, "Legal protection for IDPs and returnees is an essential requirement to reduce vulnerabilities and open pathways for return and (re)integration, and thus to achieve durable solutions. Although some progress has been made with regard to legal safety, significant challenges remain." The report calls on the concerned parties that support the durable solutions pathways in Northeastern Syria to support long-term programs that would meet the needs and requirements of the displaced outside and inside the camps. It stressed the need to provide long-term funding to support stability and recovery from the effects of the war in the main cities and towns where the displaced reside. Moreover, the report focuses on the concept that regional and international governing bodies should continue to refrain from promoting the return of Syrian refugees to Syria, including NES, and maintain or expand existing principled support to displaced and non-displaced NES residents. The report points out that filling existing data gaps on the needs and experiences of IDPs and former IDPs seeking to return or integrate into their communities of residence, or settle elsewhere, may expand durable solutions pathways in NES. The report calls on countries and international organizations to provide funding for research that supports long-term local durable solutions policies and programs, in addition to research for humanitarian response.
